The United States issued a plasticizer risk report or have a greater impact on Chinese enterprises

On July 18, the CONSUMER Product Safety Commission's Chronic Hazards Advisory Group (CHAP) released a hazard analysis report for phthalates and their substitutes in toys and child-care products. After four years of study, CHAP report for children's products involved in all kinds of phthalic acid esters (including CPSIA not listed) are analyzed, according to the provisions of article 108 of the CPSIA act, because the harm to children's reproductive system and the endocrine system, DEHP, DBP and BBP three kinds of phthalate plasticizers in 2008 has been implementing permanent ban, while DINP, DIDP and DnOP are temporarily disabled. However, according to the latest CHAP report, DIDP and DnOP have been recommended to continue the interim ban and DINP to be permanently banned, once the CONSUMER Product Safety Commission (CPSC) has finally adopted the expert group's opinion, no toy or child care product shall contain more than 0.1% DINP. The report also recommends permanent bans on four other types of phthalic plasticizers - DIBP, DPenP, DHexP and DCHP - which are relatively unknown to businesses, further reducing their choice of plasticizers. In addition, the report also assessed the risk of some non-phthalic plasticizers widely used in toys, such as DOTP, DEHTP, Eastman 168, DINX/DINCH, DEHA, TXIB/TPIB and ATBC. But no action has been recommended for the CPSC. Exporters should pay close attention to these developments as such plasticizers are already widely used as alternatives to phthalates.

Toys and other children's products are China's important export commodities, the annual export of more than 12 billion DOLLARS, the United States market accounted for more than 30 percent of the export volume. However, for Chinese export enterprises, due to the large number of plasticizers involved in CHAP report, in addition to several common plasticizers such as DEHP and DBP, enterprises are relatively unfamiliar with most of the other plasticizers.
